"Lithium Triangle": Governance, Strategies and Business Models

25 August 2025

This publication by Finanzas Justas y Responsables Bolivia (Fair Finance Bolivia) offers a critical and comparative analysis of lithium governance in Argentina, Bolivia and Chile, within the framework of the global energy transition.

It explores how each country manages this strategic resource in the face of growing international demand, considering state strategies, business models, and the participation of public and private actors.

Through the concept of governance, models are identified to characterize national policies and regulation of the lithium value chain. Based on documentary sources, regulatory frameworks and specialized literature, the study highlights the tensions between productive development, sovereignty, sustainability and the interests of transnational corporations.

The research provides key inputs for the design of more inclusive and sustainable public policies, while making visible the structural challenges faced by these countries on their way to a sovereign, industrialized and socially just development model.
