"Towards a new Bolivian strategy to harness lithium"
The latest edition of the "Cuadernos de Coyuntura"; a current affairs magazine published by Finanzas Justas y Responsables Bolivia (Fair Finance Bolivia) coalition member Cedla, presents a critical assessment of the Bolivian lithium development model and proposes guidelines for a more effective and sustainable national strategy.
The analysis identifies a technologically backward approach with limited transparency as the main obstacles to integrating the country into the global market. The article advocates a new strategy based on reserve certification, the use of appropriate technologies, and participatory governance.
It questions the feasibility of producing batteries in Bolivia, suggesting prioritizing energy storage systems (ESS) to support the national energy transition. It also emphasizes the need for autonomous institutions, mechanisms for social participation, transparent bidding processes, and a fiscal policy oriented toward development with territorial equity and environmental sustainability. This proposal seeks to open the debate toward a lithium development model that combines sovereignty, technological efficiency, and social justice.
