Civil Society Recommendations for Strengthening the Norwegian Government Pension Fund’s Ethical Framework

The Government Pension Fund Global (GPFG) has played an important role in advancing responsible investment practices and shaping standards that influence investors and companies well beyond Norway. As the Norwegian government reviews the Fund’s ethical framework, civil society organizations are calling for stronger safeguards to ensure it remains an effective tool for promoting accountability and sustainable business conduct.

In a joint submission to the Ethics Commission, civil society partners highlight growing concerns about pressure on the Fund’s exclusion policies and ethical guidelines. The recommendations emphasize the need to maintain a robust and independent framework capable of addressing environmental, social, and governance risks.

Key recommendations include:

  • Ensuring a risk-based approach within the Fund’s ethical guidelines.
  • Maintaining exclusion as a core mechanism in the Fund’s ethical toolkit.
  • Strengthening transparency and predictability in exclusion and observation decisions.
  • Reinforcing the independence, legitimacy, and consistency of ethical decision-making.
  • Enhancing climate-related provisions within the ethical framework.

Given the GPFG’s global influence, the review presents an opportunity to strengthen mechanisms for addressing companies whose activities are incompatible with internationally recognized climate objectives and responsible investment principles.
